Scope of assignment and objective of the study:

ECMR.2 is currently seeking to recruit one (1) Individual Senior Consultant, Political Economy Analysis (PEA) expert with the primary objective of conducting case studies on road infrastructure management in a limited number of countries in addition to co-leading the production of a report chapter on the political economy of road management reforms. The Individual Senior Consultant will be tasked with collecting high quality primary data on road infrastructure maintenance in a selected number of the AfDB’s 54 RMCs, particularly their road agencies, road funds, Ministries of Transport and Ministries of Finance) and other relevant stakeholders.

Preference will be given to Individual Consultants with a strong track-record in Political Economy Analysis (PEA) and footprint in Africa. Experience in road (or other infrastructure) sector would be an advantage. To achieve the objectives of the study, the Individual Senior Consultant will collaborate closely with researchers at the ECMR.2 of the AfDB on all activities including planning, finalization of the design of the data collection tools, data collection, quality assurance of data collection and capturing, and data analysis.

The data collected and the case studies will be used to produce a report that will comprehensively analyze road quality in Africa relative to the road reforms proposed by the World Bank (2009) and the AfDB (2016) studies, assess the funding gap for road maintenance in Africa, and investigate the factors that hinder the effective implementation of recommended road maintenance programs or practices on the continent.
