The assignment is situated within the Agriculture and Agro-Industry Department (AHAI) of the African Development Bank, which is responsible for implementing the Bank’s Feed Africa Strategy. Feed Africa seeks to transform African agriculture into a competitive, inclusive, climate-resilient, and nutrition-sensitive sector capable of delivering food security and economic growth at scale. Key instruments supporting this agenda include the Global Agriculture and Food Security Program (GAFSP), Technologies for African Agricultural Transformation (TAAT-S), sovereign and non-sovereign operations, and trust fund resources.
Despite progress, persistent financing gaps, portfolio performance challenges, and the need for innovative financing mechanisms require strengthened analytical and operational capacity within AHAI. In addition, the Bank is advancing the conceptualization of a Financing Facility for Feed Africa to catalyze investment and mobilize blended finance solutions across priority value chains. The rationale for this assignment is therefore to reinforce portfolio performance, strengthen monitoring and evaluation systems, support project preparation, and contribute to the structuring of innovative financing mechanisms that can scale agricultural investment across Regional Member Countries.
The required services are delivered in the context of a complex and expanding agriculture portfolio that demands rigorous analytical oversight, improved results tracking, stronger implementation support, and enhanced resource mobilization efforts. The Consultant will support flagship initiatives such as GAFSP and TAAT-S, improve portfolio quality and implementation performance, contribute to development of financing architecture for agriculture, and assist in mobilizing additional resources aligned with Feed Africa priorities.
