The African Development Bank’s (AfDBs) Operations Procurement Framework (OPF), adopted in 2015, represents a pivotal evolution in the Bank’s approach to procurement governance. It replaces a prescriptive, rulesbased model with a flexible, principles-based system designed to promote both fiduciary integrity and development impact. The Framework enables the use of Borrowers’ Procurement Systems (BPS) where appropriate, encourages strategic procurement planning, and aligns procurement processes with country development priorities.
