This assignment, implemented under SEFA’s Africa Mini-Grid Market Acceleration Programme (AMAP), will support the South African Department of Electricity and Energy (DEE) in designing an optimal delivery model for off-grid electrification under the Integrated National Electrification Programme (INEP). The consulting firm will assess existing off-grid approaches and develop sustainable, scalable business and financing models for solar home systems, micro-grids, and hybrid solutions. The work will cover concession structuring, subsidy and financing frameworks, technology standards, and de-risking mechanisms to enable private-sector participation. The assignment will also address institutional and regulatory considerations and propose an operational implementation roadmap for 2026–2030.
