The objective of the assignment is to conduct an independent evaluation of the KOAFEC-funded Innovation and Entrepreneurship Lab (LEIKA) program implemented between 2021 and 2024. The evaluation aims to assess the program’s overall relevance, effectiveness, efficiency, impact, and sustainability in supporting youth entrepreneurship and innovation across Africa, with a particular focus on the adoption of Fourth Industrial Revolution (4IR) technologies. It will also examine the program’s design, implementation modalities, results achieved, and value addition, including the partnership with Korea. The ultimate goal is to generate lessons learned and actionable recommendations to inform the design and strategic orientation of future KOAFEC-financed interventions and similar initiatives supporting African startups and innovation ecosystems.
