Scope of assignment and objective of the study:

ECMR.2 is currently seeking to recruit two (2) Individual Consultants with the primary objective of collecting high quality primary data on road quality and road infrastructure maintenance across the AfDB’s 54 Regional Member Countries (RMCs). The data will be collected from the RMCs’ Road agencies, road funds, Ministries of Transport and Ministries of Finance, as well as the African Road Maintenance Funds Association (ARMFA). Preference will be given to Individual Consultants with a strong track-record on primary data collection, and footprint in Africa. Experience in road construction or maintenance would be advantageous. To achieve the objectives of the study, the Individual Consultants will collaborate closely with researchers of the Research Department of the AfDB on all activities including planning, design and finalization of data collection tools, administration of data collection process, monitoring and follow-up with respondents, data quality assurance and capturing.

The two (2) Individual Consultants will be junior consultants and must be under 32 years old at the beginning of the assignment: one consultant will focus on French-speaking RMCs, while the other will focus on non-French speaking RMCs.

The data collected will be used to produce a report that will comprehensively analyze road quality in Africa relative to the road reforms proposed by the World Bank (2009) and the AfDB (2016) studies, assess the funding gap for road maintenance in Africa, and investigate the factors that hinder the effective implementation of recommended road maintenance programs or practices on the continent. The study will inform the AfDB Infrastructure & Urban Development (PICU)’s interventions going forward and refocus
